Inner Line Permit (e-ILP) Guide

Official guidance on applying for the mandatory Inner Line Permit (ILP) for domestic Indian travelers and Protected Area Permit (PAP) for foreign nationals visiting Arunachal Pradesh.

Last Updated: September 2026|Effective Date: September 2026

Under the Bengal Eastern Frontier Regulation 1873, the Inner Line Permit (ILP) is a mandatory travel document issued by the Government of Arunachal Pradesh to enter restricted areas in the state. The permit is intended to protect indigenous cultural heritage, preserve fragile ecological habitats, and ensure visitor safety.

1. What is an e-ILP & Who Needs It?

Under the Bengal Eastern Frontier Regulation 1873, the Inner Line Permit is mandatory for entering Arunachal Pradesh:

  • •
Indian Domestic Tourists: Mandatory. Every Indian national residing outside Arunachal Pradesh must hold a valid Inner Line Permit (ILP) or e-ILP before entering.
  • •
Foreign Nationals: Require a Protected Area Permit (PAP) instead of an ILP, which is applied through official consular or FRRO channels.
  • •
Exemptions: Domiciled residents of Arunachal Pradesh and state government officials on duty.

2. When Should Tourists Apply?

  • •
Recommended Timing: Apply 3 to 7 days before your travel date.
  • •
Why Apply in Advance: Online processing usually takes 1 to 3 working days. Applying in advance ensures travellers have their printed e-ILP ready before setting off, preventing delays or being turned back at border check-gates.

3. How to Apply / Book e-ILP (Step-by-Step)

  1. 1.
Visit the Official Portal: Go to the official Arunachal Pradesh eILP portal at eilp.arunachal.gov.in.
  2. 2.
Select Category: Click on "Tourist eILP" / "Apply ILP".
  3. 3.
Fill the Application: Enter your personal info (name, contact number, permanent address, travel dates) and local stay address in Arunachal (name, address, and contact number of your reserved homestay in Shergaon from shergaon.in).
  4. 4.
Upload Required Documents: Recent passport-size photograph and a valid Indian photo ID proof (Aadhaar Card, Voter ID, Driving Licence, or Passport).
  5. 5.
Pay the Fee: Pay the government processing fee online using UPI, net banking, or debit card.
  6. 6.
Download & Print: Once approved, log back into the portal under "Login for Print & Payment" to download and print the approved e-ILP PDF.

4. How to Use the e-ILP During Travel

  • •
At Entry Check-Gates: Present the e-ILP (printed copy or digital PDF) along with the original photo ID at border check-posts along the route—such as Bhalukpong (via Tezpur) or Balemu (via Guwahati/Rowta) when travelling towards Shergaon.
  • •
At the Homestay: Show a copy of your approved e-ILP to your Sherdukpen host family during check-in to complete the mandatory village registration log.
